Jim Secreto is a Managing Director at Narrative, where he advises clients on public affairs, policy, regulatory risk, and high-stakes matters involving government scrutiny. He brings deep experience across the Executive Branch, the White House, and the U.S. Senate, with a focus on technology, congressional investigations, and crisis response.

Before joining Narrative, Jim held senior roles at the U.S. Department of Commerce and the U.S. Department of the Treasury. At Commerce, he served as Deputy Chief of Staff to Secretary Gina Raimondo and helped manage the department’s expanding technology and national security mission, including work involving semiconductors and artificial intelligence. At Treasury, he served as Counselor for Investment Security, helping manage the department’s role as chair of the Committee on Foreign Investment in the United States and advising on national security risks involving foreign investment and emerging technologies.

Jim also served in the Biden White House as Special Assistant to the President for Legislative Affairs, where he led Senate confirmation strategy for presidential nominees and helped manage rapid-response operations during high-stakes confirmation fights. Earlier in his career, he served as Counsel to the Democratic Leader in the office of Senator Chuck Schumer (D-NY) and as Chief Investigative Counsel to Ranking Member Tom Carper (D-DE) on the Senate Homeland Security and Governmental Affairs Committee, where he advised Senate offices on oversight strategy and congressional investigations involving federal agencies and private entities. He also served in the White House Counsel’s Office during the Obama Administration, working on congressional oversight, investigations, and related legal matters.

Jim earned his Juris Doctor from Georgetown University Law Center, a Master of Public Policy from the Harvard Kennedy School, and a Bachelor of Arts from the University of Michigan.
